2/ equipment as good as what the tour pros get, perfectly fitted drivers, irons, wedges

(obviously you need the talent, but if you havent got parents who will support you and spend £500 an hour for a lesson with a pga tour standerd coach and will spend money on getting your equipment perfectly fitted i dont think you have much chance)

Talent, talent, talent. If you lack any of the three it will be a tough road.
1- you need to be the best putter in the state you live.
2- Win your state amateur every year.
3- realize that even emerging young golfers are in their late twenties.
4- get lots of money or get a scholarship to a A1 college and get a free coach for four years.
repeat 1-4
