Maximum Hip Slant but maximum Hip Turn?.

"The less bend the more the Pivot and Hip Slide will be restricted in both directions and the more upright the Plane tends to be."
The second sentence is in regard to the fix bend but if I turn back using Right Anchor and then straighten my right leg, the Hip goes up and LESS around. Am I missing something or do I have to study harder?.
